I did it this way just yesterday: copy .pak files to Mods, then export them to the game with Mod Manager, and everything worked. Now I can't do it because Mod Manager doesn't see .pak files in Mods folder anymore. The game went through an update today and then later that update got reverted due to a huge issue.
